How to promote Safety services in work sites??

Hi friends, I just read about the recent accidents occurred in our new pride project -  metro service. it was really painful to read the plight of site engineer falling from pillars about 10 m in height wearing no safety construction gears. I have heard the contractors were of good reputation in their quality of work but what about their construction safety services? How can we promote construction safety services in the workplaces?
