Robert I hate to say this but I'm glad to hear it because i know its the same scumbags that have been milking the insurance companies in my area for the last couple years. The work is slowing here ( was only minor scattered hail to begin with ) and they will all leave for the new hot spots. I don't know about Louisiana but here unlicensed just means you haven't been down to the court house yet to pay the 100-200 bucks for the annual city license. State licensing is only required for contracts over $10,000.
